The Program Operations Manager (POM) is responsible for the direction of operations resources that are deployed to the program.

Responsibilities include, but not limited to:

  • Position reports directly to Customer Property Business Unit Manager       
  • Responsible for compliance to contract requirements, regulations and RTX/Collins/Site policies and procedures for managing customer property.
  • Responsible for the management, including transactional activity and reporting for designated programs and/or activities.
  • Interface with site leadership and functional personnel to ensure compliance with established processes and procedures.
  • Perform scheduled site property self-assessments, utilizing business unit procedures.
  • Support internal and third party assessments/audits and drive corrective actions identified resulting from those activities.
  • Establish, implement and monitor designated business plans assigned by management. 
  • Responsible for generating and providing accurate and timely property status reports and metrics for management and internal and external customers.
  • Responsible for performing all property closeout activities including any disposition actions and/or loss of customer property reports for assigned programs.
  • Schedule and work with Procurement for performing subcontractor audits, as assigned.
  • Responsible for routinely assessing procedures and provide suggestions for streamlining and improving processes.
  • Ability to conduct scheduled and ad-hoc property management compliance and awareness training sessions at all levels.
  • Comply with the EH&S Policy and applicable regulatory and company EH&S rules and requirements, and support EH&S efforts to improve practices
  • Comply with applicable International Trade Compliance (ITC) policies and procedures.
  • Partner with Contracts management organization to ensure property management related requirements are executed for assigned contracts/programs.
  • Assist organization Business Unit Property Managers in performance of site customer property surveillance/assessments.

BA/BS degree – 4+ years of related experience is required

  • Knowledge of FAR, DFARS and ability to read and understand regulatory requirements.
  • Previous Government property experience preferred
  • National Property Management Association Certification preferred
  • Must be able to lift 25 lbs.
  • Proficient in Microsoft Office applications (Excel, Word, PowerPoint, etc.)
  • Experience with SAP (or comparable ERP system) transactions; MS SharePoint; Sunflower
  • Physical inventory and material handling experience is preferred
  • Effective writing and verbal communication skills
  • Ability to work in a team environment and drive change.
  • Ability to review data with highly analytical approach to identify process disconnects or potential system errors
  • Due to Program & Projects requirement, candidate must be a US Citizen.
  • Candidate must be able to obtain a DoD Secret Clearance, if required.
